Matt Sheehan

Overview

Senior Fellow at the Carnegie Endowment for International Peace, where his research covers AI development and policy with a focus on China. His work explores China's AI policy ecosystem, the role of technology in China's political economy, and U.S.-China competition in AI. Key analyses include 'Tracing the Roots of China's AI Regulations' (2024), 'How China Views AI Risks and What to Do About Them' (2025, on TC260's AI Safety Governance Framework 2.0), and 'China is Worried About AI Companions' (2026, on the Anthropomorphic AI regulation).
