If AI governance loses its cooperative character, it will be unable to address cross-border risks. If it loses inclusivity, it will deepen the 'intelligence divide.' If it loses legitimacy, it will erode public trust. AI governance must therefore return to the correct track of global cooperation, building a global consensus and institutional understanding that treats AI governance as a 'global public good.'
